About the Role:

CenClear is seeking a detail-oriented and motivated Finance Manager to join our Fiscal Department. This position plays a key role in maintaining the financial integrity of the organization by supporting the Chief Financial Officer (CFO) in ensuring compliance with all funding regulations and reporting requirements.

The Finance Manager will work closely with leadership across programs to ensure accurate documentation of all revenue and expenses and will directly supervise the Assistant Finance Manager.

What You'll Do:

  • Prepare, review, and analyze fiscal reports to ensure accuracy, allowability, and proper allocation of expenses
  • Provide detailed financial data and reports to Program Directors and leadership, identifying variances or overspending
  • Meet regularly with the CFO and program teams to review budgets, projections, and financial trends
  • Prepare and reconcile pension reports, cost reports, and annual audits
  • Verify and correct fiscal data in the accounting system; ensure accurate staff allocations and expense coding
  • Track revenues, billable hours, and cost data for financial projections
  • Collaborate with the Grants Department and Program Directors on grant budgets and applications
  • Develop, revise, and reconcile program budgets and grant awards for compliance and reporting
  • Review contracts and funding agreements to ensure compliance with fiscal and regulatory requirements
  • Monitor spending and expenditures for audit and grant standards
  • Support program and fiscal staff in understanding contract-specific rules
  • Participate in trainings to stay current on funding regulations and fiscal best practices
  • Identify and implement process improvements in financial systems
  • Perform other related duties as assigned

What We're Looking For:

  • Bachelor's degree in Accounting or a related field (required)
  • Minimum of four (4) years of accounting experience
  • Experience in government reporting and compliance preferred
  • Strong analytical, organizational, and communication skills (both written and oral)
  • Proficiency in Microsoft Excel and Word
  • Ability to manage multiple priorities, meet deadlines, and work collaboratively
  • Independent problem-solving and decision-making skills
  • Access to reliable transportation
  • Ability to lift up to 30 lbs., reach overhead, and perform standard office tasks
  • Ability to sit or stand for extended periods with reasonable breaks
  • Normal vision and hearing required
  • Must obtain prior to hire: PA State Police Criminal History, PA Child Abuse History, FBI Criminal History, and Mandated Reporter Certificate
